Australian Companies can take Advantage of Iraqi Investment Law
The Iraqi government has stated that Iraq is now “open for business”. Below, we discuss the legal regime devised to facilitate foreign investment in Iraq.

Foreign investment in Iraq is regulated primarily by the Iraqi Investment Law, published in the Official Gazette as Law No. 13 of 2006 on January 17, 2007 (‘the 2006 Law’). The new law replaces the previous legislative arrangement, invalidating both the Coalition Provisional Government’s Order No. 39 of 2003, and the Arab Investment Law No. 62 of 2002, issued by the pre 2003 government of Iraq.

The 2006 law aims at encouraging investment and development by opening up Iraq’s economy and offering generous incentives and guarantees to foreign investors. The law is perhaps best regarded as a framework of guidelines rather than a comprehensive legislative arrangement, as many of the subsidiary regulations that will provide more substance to its reforms have yet to be formulated.

Associate Membership of AACCI

The Board of Directors of AACCI has decided to introduce a new Associate membership category. The new category of Associate member will be available from 1 July 2009.

The Board has decided that the fee for this new membership category will be initially set at $250.00. It will be proportionately increased when there is an increase in the standard membership fee.

The purpose behind the Board’s decision is to provide a category of membership for individuals or single operator enterprises who would hesitate in joining the Chamber at the full fee of $400.00.

Associate membership is open to individuals, including academics and other professionals, who have a legitimate interest in Australian-Arab trade and investment and cultural links, and who are not associated with a company that would otherwise have subscribed to the Chamber as an Ordinary member.

Engaging Global Industries Conference 2009
Engaging Global Industries Conference 2009 The Chairman of the Western Australian Chapter, and Director of AACCI, Edmund Damouni, addressed a major conference in Bunbury WA on 2 April designed to expose local businesses in the South West corner of WA to opportunities in international markets. Mr Damouni focused on the opportunities that exist in the Middle East for Australian companies, and highlighted the benefits that membership of AACCI can provide to Australian companies.

Mr Damouni used a slide presentation to show the growth of Australians doing business in the Middle East. Drawing from his extensive knowledge of Middle Eastern Markets and his recent experience of leading a Western Australian trade mission to Saudi Arabai and the UAE, he covered the diversity of opportunites in two-way trade, and discussed the opportunites that are available in the Middle East.

Gulf mission promotes WA

AACCI's reputation as a leader of Australian business in the Middle East has been underlined at a function in Perth that provided an assessment and de-brief on the successful WA based trade mission to the Arab Gulf led by AACCI in November last year. The mission reinforced Australia's reputation as a global trade and investment partner and opened the door to a number of significant opportunities for those Western Australian companies participating.

According to the latest data from Gulf Projects Tracker MEED projects, the total value of projects planned or under way in the GCC in September 2008 was about US2.17 Trillion, a 44% increase from September 2007.

Returned delegates took part in a cocktail function held on the 4th March to share with other AACCI (WA chapter) members the excellent opportunities that are available to build networks and
business contacts in the Middle East. Tapping into new export markets, and promoting WA as a desirable place to invest and do business will not only help insulate the economy from any significant global downturn
but assist to cement West Australia's role as a major global and national economic force and form long lasting trade links that will place the state in good stead for the future.
